You should make sure to quote your html values ( href="value" ), it
will lead to trouble if you don't.
I would still do it like this:
Email: <a href="mailto:<?php echo
$row_rep_RS['repEmail']?>">
<?php echo $row_rep_RS['repEmail']?></a>
