Second solution to uploading files?

An upload form working on my local Apache server
generated the following error when it's run on my
remote web host:
Warning: SAFE MODE Restriction in effect. The script
whose uid is 12073 is not allowed to access
/tmp/phpTRned3 owned by uid 0 in
/free/home/greenfield/
phtest/do_upload.php on line 3
Couldn't copy the file!
It's likely that I don't have access to ther server's
/tmp, don't you think? I've mailed the webmaster
twice about this and not getting a answer. Can I do
without the /tmp directory? Is there another way to
upload files?
My code is:
