PHP, ODBC and Weird Characters

We are having a horrible time with a new PHP (3.0.16) install on a
clients computer system. It is on Windows NT Server 4.0 (service pack
6a) with IIS 3 and MS SQL Server 7.
We created a site for them on our own systems and everything went well,
until we moved it to their server. Now whenever we run the pages, we
get garbage returned from the database on some of the forms. We've
tried some simple pages to verify it, and they give garbage as well.
The data in the database is correct, we've verified it on their end.
PHP is installed correctly. And ODBC has character translation set
correctly. (We've matched our system as closely as possible).
To be specific, all the data that is returned looks like this:
ûÿù
Always three characters, no matter what is in that field.
Any suggestions?
