restart httpd after php.ini change?

Hi, all -- We've added a browscap.ini file to our server and I want to 1) make sure it's referenced correctly and 2) know whether or not httpd needs a restart. The file is now /usr/local/lib/php/browscap.ini and my php.ini entry is [browscap] browscap = browscap.ini with phpinfo() reporting include_path => .:/usr/local/lib/php => .:/usr/local/lib/php for my include path (though I didn't see an entry in the php.ini file or compile-time directives; I take it, then, that this is the default).
