parse_url() oddities

If I run
$x = parse_url($url) and $url = fully qualified domain, e.g. http://www.nothing.com, I get the 'www.nothing.com'
part in the $x["host"] key.
However, if $url = www.nothing.com then the 'www.nothing.com' is placed in the
$x["path"] key.
Because I don't know what my users are going to type I want to prepare my system to spit out
fully qualified stuff.
I guess I'll use a regex to help. But what's up with the function?
