Here are the two URLs I find most helpful:
1. http://www.w3.org/P3P/develop.html - This page
is specifically for
developers and gives you the information you need to be considered
P3P-compliant.
2. http://www.w3.org/P3P/validator.html - This
page will validate your policy
file or you entire site for compliance.
