What is your platform? Not that it mattes a whole lot...
Make sure the httpd.conf file has
#LoadModule php4_module modules/libphp4.so
LoadModule php5_module modules/libphp5.so
(whichever is the one you need, probably 4)
AddType application/x-httpd-source .phps
AddType application/x-httpd-php .php
