AFAIK, that is indeed the case; you can only use them inside php.ini
and in PHP code. Use the numeric value there instead.
(n.b.--they're not really macros, just named constants; you can't do a
lot of macro-type things with them.)

Note the distinction between PHP 3 and PHP 4. PHP 3 only has the first
four error levels, so only they can be turned on by E_ALL. PHP 4 has
many more, and all are turned on by E_ALL.
