frameset passing only to one frame?

Hi,
The simple code below is displaying the variables only in top frame. I
have the top frame posting to the frameset.php file. The idea is that
it would reload the top & bottom frames. The bottom frame would take
the variables and execute a query.
(i.e., type in params in top frame, hit submit, and results show up in
bottom window)
