Probably not possible using PHP alone,
Have you thought about server generated flash to annoy your clients?
php has some nice facilities to create flash on call. Obviously this is
dependant on your clients having flash capable browsers (most 4.x do it on
PC , Mac)
Other thoughts:
You cannot call a client side api from php. Exactly what is going to play
your beep?
You could however create a java or (shudder) active x component which does
this for you.
Another escoteric way would be to use a buffer overflow in IE to call the
beep code, but this is highly dependant on versions - and I'm sure client
pc's aren't happy about crashing browsers so you can beep at them ;)

I probably should have been more clear:
I need the audible on the CLIENT side -- Basically
play one of the Windows standard 'CHIME' .wav files or
whatever, WITHOUT spawning a media player or whatever
on the client. I need the OS to invoke the .wav file,
not 'open' it windows media player or whatever.
