What type of user is likely to be uploading the data? phpMyAdmin is a good
Web-based administrative tool (nothing for you to
build!)http://www.phpwizard.net/projects/phpMyAdmin/
Also, if you have
Access, you can use that as a front end quite easily. Alternatively, you
could write a simple Perl script to import the data to your db.
