hmm, something fishy here.
Did you do:
1. cd /disk1/pkgs/apache_1.3.12 && ./configure
2. cd /disk1/pkgs/php4 &&
./configure <options-here> && make all install
3. cd /disk1/pkgs/apache_1.3.12 &&
./configure --activate-module=src/modules/php4/libphp4.a <other-ops>
4. make all install ?
If so, check after step 2) that you have that libphp4 in the
modules/ subdir of apache.

BTW, I remember Sam Ruby saying this two options are mutually exclusive.
