According to the manual it appears to support UTF-8, but it complains loudly
about not supporting MBCS when invoked?
"Warning: cannot yet handle MBCS in html_entity_decode()! " ....
Will html_entity_decode produce output in UTF-8 when e.g. invoked like this:
$a="Zürich, \"klonk\" æ 'å' ";
$b=html_entity_decode( $a, ENT_QUOTES, "UTF-8" );
It seems to default to ISO-8859-1?
