You have a couple of options... just pick the one that suits you...

echo "\"{$_POST[$var]},\"";
echo '"'.$_POST[$var].',"';
?>

var should not have a $ in front of it, should it?
echo "\"{$_POST['var']},\"";
echo '"'.$_POST['var'].',"';
