Tell your ISP to read up: http://www.php.net/manual/html/ref.xml.html
They need to install the expat library and then when compiling PHP add:
--with-xml (no additional path info required)
Expat is part of the apache source code distirbution since 1.3.7, so your
ISP should already have it.
