yes, I got "Fred Yankowski <fcy at acm.org>" php-mode.el. There is
no link specified in it, so I dunno where to point you to get it
(otherwise I can send it privately)
One issue I wasn't able to figure out: how to enable font-lock by
default (I have PHP mode on, but w/o font-lock there's no syn)

you may try Vim [I found myself using `viper' in xemacs quite frequently ;)]
and do `:!cvs <stuff>' :)) as an VC extension.
