Larry, you can use the easywindows PHP installer (by John Lim) found here:
http://php.weblogs.com/easywindows
Just download the zip, unzip into temp folder, click on the .exe and it will
install PHP into your system (PWS should be running). Once PHP is installed,
Check your PWS settings. Click on 'advanced', click on 'edit properties' for
the directory you want php to run in, and check the read, execute, and
scripts boxes.
