Yes, php can handle storing and retrieving images from a MySQL
database.
No, HTML does not provide any way to retrieve an image without putting
a URL into an <IMG> tag, so it does you no good.
If you realy want to do this you have to write a SEPARATE php program
to retrieve and send the image to the browser. All you have done is
complicate your process, and slow things down a little more.
Unless you have other, non-web programs using the images from the
database, you may as well just store the image files on disk, and put
the filename into your database for insertion into the <IMG> tag.
