You'll want to check out the IMAP/POP3/NNTP functions (NNTP being the protocall
you want to use).

You'll probably also want to see the RFC on NNTP so you know how to proporly
post news

I've never actually done this with PHP so I can't offer you any code. I have
done it with other programming languages and if I recall its not that hard :)
