PHP_SELF is not working?

Hello everyone.
When I attempt to load a url of a script containing $PHP_SELF, the string below
shows up in the middle of the url and the browser of course fails to load
anything.
Now I have located this '/php3/php.exe' string in /apache/conf/httpd.conf shown
below. I can read what it says it is for but don't understand why its coming
into play. I don't see that I am calling a matching file nor why it should
appear in the path.
When I rem out the line, the browser doesn't load anything.
When I change the file name, the browser tells me there is no such file.
Is there something else that must be done to go along with this feature. How is
it done to make $PHP_SELF be the current script?

In the httpd.conf file:
# Action lets you define media types that will execute a script whenever

Action application/x-httpd-php3 /php3/php.exe

When I ask for the PHP_SELF value, it always comes up
/php3/php.exe . I have no idea where it gets that but it never changes.
Isn't it supposed to be whatever script is running at the present time; and to
be so all by itself?
