flock() and dbm locking question

If several people are executing your php program that does either file locking
or dbm locking, what happens when one or more sessions are trying to open a
locked file? Is there an error? Does the program wait until the file is unlocked
before continuing? This has never been clearly explained to me. I would guess
that the program would crash or halt when trying to open a locked file...but
then I think there has to be a solution for that because it must happen all the
time...
