Do you mean phpMyAdmin? (from www.phpwizard.net)

If you do indeed mean phpMyAdmin, config.inc.php3 defines the
username and password the application uses to connect to MySQL.
You would also do well to check the MySQL docs, but in short
you'll need to add a user _to_mysql_ with the correct access
privileges (which depends on your system).

You are, but phpMyAdmin isn't and never should be. Use a specific
username/password to connect.
