That's because you're running PHP in the cgi version. When you request a PHP
file from your browser (e.g http://foo.bar/test/file.php), Apache redirects
your request to the PHP CGI binary, so that the parse may parse the script.
And that's why you get this /php3/php.exe/test/file.php instead of
/test/file.php. To avoid this problem, download the Apache module version
from http://www.php4win.de
