That's apache on windows. It's because the Apache needs to redirect a user
request of a PHP file to the CGI version of PHP, while the official Win32
PHP distribution does not contain an Apache module for windows. Now, a guy
from germany then compiles an apache module for windows which eliminates
this problem. An apache moduel is nearly like ISAPI for IIS. It would be the
same if you told IIS to redirect all request for file ending on php to the
the cgi script php.exe located in the server directory /php/. Then IIS would
have the same problem. It's because it is run as CGI program.
