Take a look at the socket functions, with special attention to socket_listen() and socket_accept(). AFAIK, this may be a bit beyond the scope of PHP on windows. Even if you successfully call the program from itself, you will not be able to pass the connection to the cloned program. Your server may only be able to serve a single client. New clients would then be back logged.
