If you are trying to learn PHP and MySQL on a Windows computer, there is a
nice tutorial at "PHP Builder" on configuring Windows 9x with Apache, Perl,
PHP, and MySQL. It covers version 3 of PHP, but little has changed in the
installation process since then.
There is also a good section of the PHP manual on installation on 95/98/NT
which covers Apache, Windows PWS, IIS, and Omni HTTPd. It can be found here:
http://www.php.net/manual/html/install-windows95-nt.html
I am afraid I don't know anywhere that supplies free PHP and MySQL driven
web site hosting. Hosting a plain, static website is very easy, which is
why you see so many free web hosts out there, but administering a web server
with databases and a scripting engine requires much more time and effort, as
well as more computing resources.
