Rights problem with folder-creation

I run Apache 1.3.29 (Debian) and mod_php 4.3.4.
When I create a folder with php I get the following:
www-data:www-data ........ new_folder
and I'am not able to store files in this folder
using a FTP-Client because I login as user xxxxx and
not as user www-data.
How can I manage it?
