Don't use the refresh tag at all: use Javascript. Send all the tips at once, and call a function to replace them every X seconds. This will also cut down on traffic to your site, good if you pay by the gig.

I got a frame on my website which displays tips for the pages, how-to-use and so on. It's a php-script and I used META-refresh to refresh to frame every x seconds. The mate-tag call tip.php4?x where x is the number of the next tip. The problem: The tip-page should cicle through the tips without disturbing the browsing of the other pages. But when the user clicks >the Back-Button, the tips are cycled back, too.
Any idea how to avoid this ?
