is_writeable() function

I am currently running PHP 4.0B2 with Apache 1.3.1 and having problems with the is_writeable() function. I am trying out a GPL web package that uses this to Upload files to a specific directory and it tests the directory with this function. Below is my error message that I get when it gets to the is_writeable() function
Fatal error: Call to undefined function: is_writeable() in /usr/local/etc/httpd/virtual/majsec/Store/info.php3 on line 4
According to the documentation on is_writeable() it is for PHP3 and PHP4. Did I not compile something or how can I enable this, etc.
