Firefox - IE differences

The following codes open the links perfect.
print($press[1]." <a target=_blank href=..\PDF/$press[3]
class=\"press_links\">".strip_tags(html_decode($press[2]))."</a><br>");
When I open it in Firefox it will try to open the following link instead.
When I will remove "..\" it will try to open the following link in IE. Is
there a way which works on both?
/publication/..\PDF/whatever.pdf
