There can be a dramatic increase in speed - it's not limited to
php/apache. The concept of publishing dynamic info to static
files to be served up is a good one, if used in the right places.
One project at a place I was many moons ago saw a speed up
of around 400% by publishing their index.html page
every few minutes to an hour, instead of it being dynamically
created everytime. The downside is that if your index.html page
is supposed to have dynamic information ('welcome back <your name here>')
it wouldn't have that.
You could cache *parts* of the page - if you have a 'news' area
that is updated every 30 minutes, creating that HTML and caching it
on disk would save that amount of time building it from database
every hit. If the disk is slow, tho, pulling from DB might be faster
anyway.
