If I understand you correctly, you want to be able to send mails (containing certain instructions) to a server and have the instructions carried out? This is certainly possible, most MTAs allow you to have addresses which executes programs whenever mail is delivered to them. Refer to your MTA documentation to see how such addresses can be setup then configure it execute your php script. The contents of the mail are usually made available on STDIN so your php script would have to read from STDIN and parse out the instructions.
