It sounds like you're doing a thorough troubleshooting job, so I'll
just throw a few random thoughts your way.
Have you tried to open the file using a web browser on the server in
question? For example, can you open http://www.somesite.com/test.txt
from the PHP server having the trouble?
Have you tried using double quotes instead of single quotes on the
include statements? I know this shouldn't make any difference, but
I've seen enough weird things happen to make me think to try it.
