Are you sure you have enough free space in the directory where the files
are uploaded into. (The temporary directory where apache puts them before
php moves them.)

I _think_ you will find it is an Apache limit. I once did an experiment
where I used this file as the <FORM Action=""> of a file upload:

This is a syntax error!
?>
------------------------------------
The results clearly indicated that Apache completes the entire file upload
before PHP gets started.
