I can see how you are confused, let me try to clear things up:
$a = 1;
$b = 2;
if ($a && $a < $b) {
}
What that is saying is "if $a is unequal to zero and $a is
less then $b".
The expression: "if ($a && $a) {" would mean "if $a is greater
than zero and $a is greater than zero".
Basically the following two things are identical:
1. if ($a)
2. if ($a != 0) {
It is just a short hand way of doing it.
So, to answer your question:

$clients[$i]["views_used"]) ||
> ($clients[$i]["clicks"] && $clients[$i]["clicks"] <
$clients[$i]["clicks_used"]) ||

In english:
If
the client views are not zero and they are less than the views used
OR
the client clicks are not zero and they are less than the clicks used
OR
the clients days is set and they are less then zero
THEN
do whatever.
