The concatenation is misplaced...it should be:
for($i = 0; $i < strlen($q); $i++) { $c .= '%'.$q[$i].'%'; }
NOT
for($i = 0; $i < strlen($q); $i++) { $c. = '%'.$q[$i].'%'; }
if that is what you're trying to accomplish with the operator...
