I don't know whether the problem you're describing would be caused by
this, but assuming it's not a typo in your email, the above is not
correct. From the FAQ:

6.9. It says to use: --activate-module=src/modules/php3/libphp3.a, but
that file doesn't exist, so I changed it to
--activate-module=src/modules/php3/libmodphp3.a and it doesn't
work!? What's going on?
Well, you decided to try to outsmart the people who wrote those nice
step-by-step instructions for you and you have now discovered that
these people cannot be outsmarted. The libphp3.a file is not
supposed to exist. The Apache build process will create it.
