PHP file caching on the internet

folks, major problem.
we're just launching our new portal [www.hoboe.com].
we have about 100 files, about 50 PHP and rest HTML.
our INDEX.HTML, homepage, is a frameset containg three
files, top.html, middle.php3 and bottom.html, none of
the 100 files on our entire website are caching before
display EXCEPT MIDDLE.PHP3, which actually is very
irritating. why is this happening? is there a no-cache
available for this php file? why is it that only this
particular php file is caching and none other, php or
html?
any help will be so utterly remarkably appreciated.
