you can do this for instance with Borland/Inprise Delphi v4 and up or
basically any compiler which can generate 32-bit dlls. But why worry about
writing an 'unforgiving' DLL (can crash the whole server, if not written
100% errorfree) when we've got PHP?
*g* you could even do this in assembly ;-)
