you should create a script (a.php) that does this job. then run the script
(a.php) from cron every * minutes/hours/days..
or if you want to be TOO precise then get a script (b.php) that checks for
the date and which is running every 10 minutes, for example, and then
whenever an update is needed it starts the script (a.php).
this is kind of good way to do this checks.

Hi all,
I send an order to a vendor. He has to reply within a time and his response
will update a record in a Mysql table. If there is no response from him for
a certain time, the system should place order to the next level vendor
automatically. How do i do this? I have no clues.
