php.ini value upload_tmp_dir fails

We've just upgraded from PHP 4.0.0 to PHP 4.0.3pl1 However, we have a big problem : the upload_tmp_dir variable in php.ini is _not_ being used by the php-scripts. It always uses the default /tmp value I've compiled it witha nd without --enable-safe-mode, but it doesn't matter. However, php.ini _does_ show the correct info. If I turn safe mode off (that is however _not_ an option for us), it works perfect. Does anyone have a solution ? Or is it a bug ?
