Dear Brian,
I believe that Oracle can not return a num_rows() answer because it starts
sending rows before it's done with the query. Sometimes that's good, but
not if you want to know how many records there are.
The PHPLIB documentation says this: "You should duplicate your WHERE
clause of the query in such environments and ask for the COUNT(*). This
will be less inefficient as it seems as the query path and query result
have been cached by the database. "
