Dear Scott,
Meta tags will 'work' outside of the document <head>. I just tried it in
NN 3.0 (I know, I'm on a crappy terminal here), and it redirected fine.
It just goes against HTML spec, which means that nobody should get upset
if suddenly that trick isn't supported by a specific browser anymore.
You can use output buffering if you want. That way you build the page,
including whatever headers you want to send, and you won't send *anything*
to the browser (headers or content) until you execute a flush. See
http://www.php.net/manual/function.ob-start.php
But keep in mind Torben's comment about a timed redirection.
