Branching to pages

If I use the header() to branch to different pages depending on certain
conditions, I cannot have executed an "include" or any HTML.
My work-around is to change the FORM ACTION. But this requires the
surfer to press a FORM SUBMIT button. Is there some other way to
programatically go to a page, even if HTML has been executed?
