My file is a standard CSV; I want Netscape to offer

The IE issue is a windows/IE problem.
What happens is when M$ Office installs it registers
the file associations (obviously). So when IE sees a
file that is registered to office it opens up the app
in the browser (like Acrobat does).
What you need to do is go into view > Folder Options
form within windows explorer.
Now click on the file types tab and scroll down and
find M$ Excel Worksheet.
Now click edit and check the confirm open after
download box.
This should bring up the save as box
