ISP setup with cgi php?

Is there a way of installing php as cgi (suexec / apache) without
1.) having to force the users to put the #! /usr/local/bin/php
in each sript
OR
2.) having to put the 500KB php binary in each users cgi-bin directory
which is quite a lot of wasted space if you have several hundert to
thousand users
