Tim,
It seems like you're wanting to put the user's username/password in the url if
they don't accept cookies. Am I correct?
Here is what I include() at the top of my oracle files.
Note that I threw in a function that enables you to just pass in the query and
proceed from there:

session_register('password');
// to change SIDs, use the 3rd paramater per php.net's manual on ocilogon()
