where to start?

I'm still pretty new to the php thing
as well as programming at all. I am currently
working on rebuilding a website and would like to make it a little more low
maintenance. and I was wondering if anyone has any ideas as to where I
should start with a particular issue.
I have a bunch of images and respective thumbnails
numbered 2800 - 2885 (approx) and the thumbs are 2800-t - 2885-t (approx)
with several of the images
inside the sequence gone do to retirement of old product.
I would like to be able to have a MySQL database with the image information
to generate the pages putting perhaps 9-12 thumbs per page linking to the
fullsize images, I've seen several image programs from hotscripts but none
really seemed to suit my purposes entirely I basically need something that
will do the catalog layout no image creation or auto thumbnails or anything
although searchability would be nice. anyway, I'm rambling...if anyone can
point me in the right direction Id really appreciate it.

Does PHP4 clean up uploaded files automatically?
If I register $HTTP_POST_FILES to deal with on other pages, the array still
exists but the files (in the temp dir) don't seem to. I can only guess that
PHP deletes them at the end of a program. Is this true? Is there a setting
to prevent this?
