how to get config settings?

Hi! Problem is probably simple if there is some solution. I need a value of option track_errors from php.ini in my script. I know, that I can look at this file or use phpinfo(), but it does not solve my problem, because I need it in the runtime. Is there any clever array or variable with values of configuration options?
