No execution of PHP4.0.3pl1 in PWS (Windows 98)

In february I was able to access MySQL databases (with browser and in
Frontpage 2000)
using PHP3. Recently I upgraded to PHP4.
But now .php-pages are no longer executed.The test page (named test.php):

<?php echo("if you want to serve XML documents, do like this\n"); ?>

echo ("some editors (like FrontPage) don't

gives
- if read/execute/script access allowed, just the word "test";
- if execute/script access allowed: HTTP Error 403 - 403.2 Forbidden: Read
Access Forbidden.
Notes
1. I have updated the registry:
* in HCR: .php, phpfile (with command set to php.exe %1, and variations)
* in HLM: Script Map (with .php set to php.exe %s %s or php4isapi.dll)
2. in Windows.System: msvcrt and php4ts.dll
3. In windows: php.ini (with short_open_tag=On and asp_tags=On)
4. Installation prescriptions (manual, readme, pws-php4.reg) were very
diverse and conflicting,
so if have varied these settings somewhat, to no avail.
